INCEPTION AND MANAGEMENT OF ISPS

The Institute for Strategic Policy Solutions (ISPS) came to fruition under the leadership and partnership of the former St. Petersburg College (SPC) Presidents, Dr. Carl M. Kuttler, Jr., Dr. William Law, Congressman C.W. Bill Young, and many leaders in the state of Florida to establish this government institute. During the timeframe between 2007-2008, the Florida Senate passed two legislative bills appropriating funds to create ISPS at SPC. It’s purpose – to serve and educate Florida College System students and citizens on the purpose of government and discussing critical issues of the day from a non-partisan perspective.

Fast-forward to 2011, SPC proceeded with designating ISPS as a 501(c)(3) Non-Profit and a Direct-Support Organization (DSO) of the college under Florida Statute 1004.70. ISPS operations and personnel is overseen by St. Petersburg College leadership and the ISPS board of directors. The SPC leadership consists of the Board of Trustees, President, Dr. Tonjua Williams, Vice President, Dr. Matthew Liao-Troth, Susan Demers, Esq. who serves as Dean of Public Safety, Public Policy, Ethics, and Legal Studies, and the Executive Director of ISPS, Kimberly G. Jackson, Esq. Under the SPC leadership, they manage the following: facilities, personnel expenses, department supplies, internal control, human resources, legal, accounting, information technology, and procurement infrastructure.

ISPS Board of Directors that volunteer their time and expertise to our organization come from varied backgrounds and professions and are responsible for advising and supporting the mission of ISPS.
